Doing Business in Peru 2020 benchmarks 12 locations, finding that entrepreneurs in the country face different realities depending on where they establish their businesses. Doing Business is easiest in Lima, followed by Huaraz and Tarapoto. For local entrepreneurs, starting a business is easier in Lima and Arequipa while it is more difficult in Chiclayo. Lima also ranks at the top in the area of registering property, where the process is more efficient, and the quality of the land administration system is higher than in the rest of the country. Dealing with construction permits is easiest in Trujillo, and Huancayo stands out in contract enforcement despite lagging behind in the other areas.
